Popular legend describes a huge storm which flooded the whole area of Kumoi in Izu city, sweeping away houses and livestock.
The local people lost hope.
However, the next morning,, when survivors went down to the beach, they saw their cows standing safely on the rocks.
In memory of this extraordinary event, they gave the rocks names and erected a Shinto shrine with a red gateway (Torii) to safeguard future mariners.
The majestic Mount Fuji looks down on this sacred place.
